State-run SUNY or CUNY colleges offer tuition-free education to students whose families have a combined federal household income of $125,000 or less.

- Eligibility requires a combined federal household income of $125,000 or less
- Must be pursuing an undergraduate degree at a SUNY or CUNY institution
- Full-time enrollment (minimum of 12 credits per term) is required
- Must complete a minimum of 30 credits annually
- Must reside and work in New York State for a period equivalent to the duration of the scholarship received
Award Details
Covers tuition costs at a SUNY or CUNY institution
- Enables students to study at a state-run SUNY or CUNY college without paying tuition.
- Operates as a last-dollar scholarship. All federal or NYS grants or scholarships, including PELL and TAP, are applied to tuition first, with the Excelsior Scholarship covering any remaining tuition costs.
